There are 2 routes that stop at Cayos Coco Bandero, all leaving Panama City on the same day. They cost the same, $135 per person, so price does not decide here: what decides is which other islands you want with it.

Coco Bandero is not an island but a group of cays, and that changes the question: you are not choosing which one you reach, you are choosing how much you cover.
The Snorkel Tour stays inside the group and adds Ogopuki and Isla Iguana. It is the one that spends longest in the same water, which is where snorkelling makes sense. The Photo Tour, by contrast, uses Coco Bandero as one stop of three and crosses it with Chichime and Isla Estrella, at the opposite end of what gets covered that day.
Both cost $135. If you are coming for the reef, take the snorkel one; if you are coming for the photographs, the other covers more variety of landscape.
